Kirinyaga Governor Anne Mumbi Waiguru’s puzzling statement at the Devolution Conference 2018 left her fellow county bosses in stitches on Wednesday.
Making her address at the conference, the Council of Governor’s vice-chair made reference to an African proverb to drive her point home.

“A man who hangs around a beautiful girl without speaking his intention ends up fetching water for the guests at her wedding,” Waiguru stated to the amusement of the governors.
Waiguru elaborated that the women, youth, and vulnerable people should not be left out fetching water in other people’s wedding and should equally benefit from devolution and the Big Four Agenda.
“This country is full of people bearing hopes and aspiration. Young boys and girls, men and women who have placed their faith in us with the belief that we will steer them to safety and help them realize their dreams.
“For many years, women and youth have been silent on matters devolution instead leaving the responsibility of agenda setting to others,” she stated.
Waiguru further stated that the conference would provide a forum for collaboration, cooperation, and consultation in all matters related to devolution.

She further added that the 5th annual devolution conference also envisions sharing experiences, challenges and lessons learned in the last four years and set clear targets for devolution for the next five years.
“If you want to build a ship, don’t drum up the men to gather wood, divide the work and give orders. Instead, teach them to yearn for the vast and endless sea,” Waiguru quoted Antoine de Saint-Exupery, as she wrapped up her address.
