Uhuru and ruto strike a deal on new cabinet

President Uhuru Kenyatta and his deputy William Ruto appeared to have struck a deal that would see the new cabinet reconstituted to 22 cabinet secretaries.

The Constitution provides that the Cabinet consist of not fewer than 14 and not more than 22 Cabinet secretaries.

According to the Standard, the two have agreed in principle to pick 12 politicians and 10 technocrats expected to be drawn from both the current civil servants and the private sector.

They will each nominate 11 people who include six politicians and five technocrats each.

The nominees will then be vetted by the National Assembly’s Committee on Appointments.

In the lead-up to the 2013 elections, Uhuru and Ruto made an agreement detailing how they would share power.

However, with the dissolution of their parties to form Jubilee Party on whose ticket they vied in last year’s elections, the statutory requirement was not necessary but sources say the two leaders are keen to keep the arrangement in the spirit of their shared presidency.
Last month, the secretary to the cabinet Joseph Kinyua directed all the seating Cabinet Secretaries to prepare hand-over notes in their respective ministries, to facilitate a smooth transition pending the unveiling of a new cabinet this month.
