Mr Odinga told Citizen TV on Tuesday that the Independent Electoral and Boundaries Commission (IEBC) set the date yet the pertinent issues they raised about the electoral body are yet to be addressed.
The commission’s chairman Wafula Chebukati announced the new dates after internal meetings.
This comes after the Supreme Court nullified the August 8 presidential election citing violation of the constitution.
The court revoked the declaration of President Uhuru Kenyatta as the victor of last month’s polls following a petition filed by Raila.
The poll will feature only President Uhuru, who is running for a second term, and Raila Odinga.
