NASA has formally drafted a bill seeking to split of Kenya into two nations— People’s Republic of Kenya and Central Republic of Kenya— as part of its secession push.
Details of the bill has emerged days after opposition leaders at the Coast and in Nyanza formally declared the push for self-determination.
In a gesture of NASA’s apparent plan for secession, Homa Bay Town MP Peter Kaluma (pictured above) has finalized a bill to amend the 2010 Constitution to give room for two republics.
The ODM MP, who is also a constitutional lawyer, lawyer has submitted the bill to the Independent Electoral & Boundaries Commission for review.
He then will start collecting a million signatures of registered voters necessary to trigger a referendum.
Kaluma’s amendment bill of 2017 seeks to amend Article 5 of Kenya’s Constitution to redefine Kenya’s territory.
The Article states Kenya consists of the territory and territorial waters comprising Kenya on the effective date, and any additional territory and territorial waters as defined by an Act of Parliament.
“It is proposed to amend the Constitution of Kenya 2010 under 255(1)(b) and (2) of the Constitution as read together with Article 5 of the Constitution to redefine the territory of Kenya and allow for the creation of two new countries,” reads Kaluma’s draft seen by the Star.
Raila’s NASA co-principals Kalonzo Musyoka, Musalia Mudavadi and Moses Wetang’ula have not yet commented on the secession debate.
However, the coalition has approved formation of of a national People’s Assembly and county People’s Assemblies. They would pass a resolution on secession if Kenyatta is sworn in in two weeks time.
The push for self-determination amendment and People’s Assemblies are party of NASA’s strategies, as it lacks numbers in Parliament.
If the electoral commission is satisfied the requirements are met,MP Kaluma will then submit the draft bill to each county assembly for scrutiny within three months.
The Opposition controls 18 of 47 county assemblies but are set to submit the bill to all the counties in the country.
