Mombasa Governor, Ali Hassan Joho seems to have created a permanent political nemesis in President Uhuru Kenyatta after he dismissed Kenyatta’s orders to traders at Kongowea Market not to pay taxes.
Addressing the traders at the market on Monday, President Kenyatta, who was accompanied by his deputy William Ruto and Nyali MP Mohamed Ali, said there was no need for the traders to pay county levies.

The President said the new market was built by the national government at a cost of Sh500 million and that the National Youth Service will from next week embark on cleaning it.
“Do not pay until you get services. I am asking police officers here not to be used to harass and arrest the traders who will not pay the taxes,” President Uhuru directed as quoted by The Daily Nation.
In a swift rejoinder,Governor Joho alias Sultan stated that his county government will still collect taxes from the market traders.
Through his County’s Communication Director, Richard Chacha, Sultan has said that President Uhuru has no authority to make such a declaration. He noted that the markets were devolved and the county will continue to collect all taxes.
“Markets are devolved so no such order can be issued,” Chacha told PulseLive Kenya.
