IEBC Officials Must Be probed-EU Observers ahead of repeat polls

The European Union Observer Mission called for thorough investigation and possible prosecution of the independent Electoral and Boundaries Commission (IEBC) officials found to be liable for electoral offences that bungled the August 8 General Election.

In an interim statement dated today,September 14,the EU observers made a list of recommendations Kenya is supposed to take into consideration to ensure accountability and transparency in the upcoming October 17th Presidential repeat polls.

The Observer mission also noted that the Office of the Director of Public Prosecutions (DPP) had reported 95 pre-election criminal cases, mostly related to party primaries with 85 individuals charged in relation to election-day crimes, including 24 election officials.

“There have to date not been any investigations against senior public officers who have reportedly breached the law. Some stakeholders have questioned the ability of the ODPP to challenge more senior leaders,” read the statement by Marietje Schaake, Chief Observer of the European Union Election Observation Mission.

“Fast, comprehensive and effective investigations are needed so that there is individual accountability for actions taken,” the statement,which was seen by The Daily Nation,read in part.

The observers also called for thorough test of the technology to be used in the elections and improvements to the results transmission process and network coverage.

The electoral body should also allow party agents and the media to extensively scrutinise constituency tallying centres, the observers say.

The observers, however, criticised both Jubilee and NASA for their constant scathing attacks on the IEBC warning that it will lower confidence in the electoral process.

The EU’s statement comes in the wake of mounting pressure from NASA who have called for prosecution of IEBC senior officials they claim to have committed electoral fraud during the August 8th polls.

The opposition coalition has swore to pursue the prosecution of at least six top IEBC official for supposedly marring the polls.

The top officials Nasa wants prosecuted include the IEBC CEO Officer Ezra Chiloba, Deputy CEO Betty Nyabuto-Sungura, ICT head James Muhati,head of legal Services Praxedes Tororey and Director of Elections Immaculate Kassait.
