Youth Affairs Principal Secretary (PS) Lillian Mbogo-Omollo has revealed how a deal-gone-wrong with a company associated with President Uhuru Kenyatta’s uncle exposed the National Youth Service (NYS) Scandal.
According to the Standard, PS Omollo revealed the intricate details of the sour deal in a statement filed with the Directorate of Criminal Investigations (DCI).

The PS was allegedly requested by the Head of Public Service Joseph Kinyua to accompany him to Muthaiga where former President Mwai Kibaki was meeting Raila Odinga weeks before the scandal came into the limelight.
At the sidelines of the Kibaki-Raila meeting, the PS was introduced by the Head of Public Service to a man identified as Githinji working with Petro Kenya and Horizon group of companies which had previously supplied petroleum products to the NYS.
“He informed me he has payment claims he was following up at the NYS and that the person who had been assisting him on the claims at NYS was Captain Michuki whom we had recently removed from the service,” the PS is quoted.
Petro Kenya Oil, a company co-owned by businessman Gor Semelango and Paul Gatheca Muhoho, President Uhuru’s uncle, is said to have been subcontracted by Horizon Ltd a company owned by Ben Gethi to deliver the fuel directly to NYS.

The PS alleges that she was adviced by the Office of the Attorney General, in a letter dated November 3, 2017, to pay Petro Kenya Oil Company off their claims against Horizon amounting to Ksh68 million.
Reports by the Standard further allege that the refusal by PS Omollo to release payments to Petro Kenya and Horizon during the meeting at Kibaki’s residence was the final trigger before the scandal broke out.
“A few days later, Captain Michuki bumped into one of the NYS suppliers at a social establishment,” PS Omollo’s statement continues.
The PS who is currently remanded at Lang’ata Women Prison further alleges that she received threatening messages over the incident and a promise that the investigations into NYS would be called off if she complied to the demands from the supplier’s agent.
