Independent Electoral and Boundaries Commission Chair Wafula Chebukati has confirmed that the commission’s database and technological infrastructure had unauthorized access during the transmission of August 8th election results.
Through an internal memo addressed to the Commission’s CEO Ezra Chiloba,but leaked to the mainstream media, Chebukati reveals the people who used his login credentials to have unauthorized access to the system.

In the memo, Chebukati notes that two users, identified as Paul Mugo and Boniface Wamae,under instructions from the Director of ICT Mr James Muhati,managed to create a username account and a password using his identity and had gone ahead to perform more than 9,934 transactions in the IEBC servers.
Chebukati further directs Ezra Chiloba to take immediate action against the said officers and report back in the course of today,September 7th.
On Thursday,The NASA team called a presser immediately they saw the memo and asserted that Chebukati has just confirmed what they have been saying all along-that the IEBC was hacked.
Other issues raised by Chebukati in the memo are questions as to why the Kenya Integrated Elections Management System (KIEMS) kits used in the election were not locked to specific locations as it had been agreed and why some forms used in the election did not have security features as agreed between IEBC and the printer, Al Ghurair of Dubai.
