The Independent Electoral & Boundaries Commission(IEBC), led by Wafula Chebukati, has given NASA the greenlight to proceed with its push for a referendum seeking to divide Kenya into two republics.
Chair Chebukati was responding to Homa Bay Town MP Peter Kaluma. He said he can pursue the matter on condition that his quest adheres to the law.

In his three-page response seen by The Star,Chebukati highlights constitutional provisions Lawyer Kaluma should adhere to and pinpoints the changes made on the Election (General) Act in addressing constitutional ambiguities like the ones Raila Odinga faced during CORD’s Okoa Kenya drive.
“A referendum question on an issue other than that contemplated in Articles 255, 256, and 257 of the Constitution shall be decided by a simple majority of the citizens voting in the referendum,” Chebukati says, citing the new clause introduced to Section 54 of the Election Act.
Mr Kaluma, in a draft Bill he has prepared for scrutiny by the IEBC, alleges that President Kenyatta’s government has,i quote,: “rigged elections, emasculated Parliament, commissions and independent offices, and had run a systemic and systematic suppression of the other groups and communities”.

His Bill seeks self-determination of all but seven of Kenya’s 47 counties to form the People’s Republic of Kenya.

If Kaluma’s bill gets passed by a majority of the two Houses, it will be signed to law by the President.
If any of the two Houses fails to pass the Bill to law, it will then be subjected to a referendum where all Kenyan voters will be eligible to vote on it, with a simple majority effecting it to law.
